Abstract :
Hebei Province is facing a long-term water shortage problems. Over-exploitation of water resources caused great ecological and environmental problems. This situation restricted social and economic sustainable development of the province. Under the constraints of water resources, the industrial structure had been adjusted, resulting in maintaining sustainable social and economic development while saving water resources. Industrial restructuring plays a key roll in strategic change from water supply management (WSM) to water demand management (WDM) and the implementation of the policy of the most strict water resources management.
