After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Technological innovation is an effective way to enhance the competitiveness of SMEs. But with the relatively weak technical capacity, cooperation innovation has more advantage for SMEs than self-innovation, such as reducing innovation time, saving innovation cost, saving learning costs. SMEs can take these model as follows: technology alliance, innovation network and co-bulid entity.
