Abstract :
Battery-driven vehicles are dominant New Energy Vehicles (NEVs) which are under wide promotion in China now. For the differences of NEVs in energy supply, technical performance, and operational service demand compared with traditional fuel vehicles, it challenges the existing transportation planning and design method to bring NEVs into prevalent application. In order to accommodate and promote the application of NEVs in existing transportation system, improvement and adjustment have to be made. Based on the connection between transportation planning technology and NEVs technology, this paper firstly proposed an overall framework for NEVs transportation planning and design. Then five key factors involved with this framework, including consumer demand and travel characteristics, energy supply and maintenance infrastructure, traffic operation management, policy support, as well as cost and benefit evaluation, were analyzed individually. Available application practice as for these design factors were also summarized. Findings of this paper are expected to lay the foundation of the innovation in NEVs transportation planning and design.
