  • Abstract
    Under the traditional development mode, resource and environment in resource-exhausted cities face more severe pressure. Therefore, green transformation is essential to the sustainability of resource-exhausted cities´ development. This paper took Fuxin, typical coal exhausted city, as a case study, discussed resource and environment carrying capacity (RECC) evaluation framework; meanwhile, the respond relation between the development mode and RECC was analyzed by comparison of traditional development mode and green transformation development mode. RECC cannot afford the regional development in 2009 that relative surplus rate overloaded 13.88%, relative resource load capacity overloaded 419 thousand people. Through green transformation, RECC could be recovered gradually and achieved capacity surplus 48 thousand people in 2015, reach the harmony between the city development and RECC.
