Abstract :
Agricultural water shortage is intensified climate warming. Treated water induces river pollution remain serious while agriculture uses high quality surface water for irrigation. To solve the contradictory, the article posed two tactics. The first tactic was that the treated water was straightway discharged into farmland irrigation canal or agricultural water storage facilities. The second tactic was that farmland drainage was collected for local or downstream agricultural irrigation. Eco-compensation involved was discussed.
