            Abstract : 
This paper gives the concept of P-sets and the relation between P-sets and general set. P-sets has dynamic characteristics. By using P-sets, the concept of P-information law generation and the attribute theorem of information law are proposed; the concept of information law recovery-identification and recovery-identification theorem of information law are presented, and the applications of P-sets in information law recovery-identification are given. P-sets is a new theory and a new tool for the research of the dynamic information systems.
