            Abstract : 
In this paper, an MPEG-2 to H.264/AVC downscaling transcoder is presented, which supports 2:1 spatial resolution down-conversion. Both the architecture of the transcoder and two schemes are proposed. Several MV composition methods for B-frame are proposed as well. Experimental results show the efficiency of the transcoder. The transcoder can be applied to delivering MPEG-2 DTV programs to mobile phones
