Abstract :
In this paper, the author investigated the evolutionary game systems between migrant workers and enterprises. The results showed that the system would converge to the two steady state of "neither of investment" and " Both investment"; if the discount phenomenon of "training vouchers" is not effectively contained, the increasing training subsidies of government would reduce the investing initiatives of migrant workers and business; the improvement of training level would be conducive to the promotion of migrant workers and business groups in training investment; the continuous improvement of incentive levels of enterprises would be conducive to enhancing initiatives of migrant workers and businesses to invest in training.
