Abstract :
Taiwan is the best country to develop wind farms with its abundant costal wind resources and good geographical conditions. Therefore, wind power is the best way for our country to develop alternative energy. The making and passing the renewable energy regulations has defined a direction for future renewable energy development in Taiwan. This also shows Taiwan´s determination to follow the footsteps of the developed countries and the commitment to environmental protection. Therefore, the decision-making of wind farms has become the most important link for the construction of wind farms in the future. This paper proposed the fuzzy analytical network process (FANP) with the benefit-opportunity-costs-risk (BOCR) approach to systemize the complicated decision-making of wind farm from three aspects: strengths, facets and criteria of wind farms. Take present wind farms in Taiwan as study examples to discuss and evaluate the important factors, performance and strength, of the wind farms from several aspects. Adopt systematic analysis method to obtain the optimal solutions for the wind farms to find the best solution as a reference for planning and development of wind power industry in the future.
