This paper describes the trend of standardization of ADSL which is considered as a promising access technology, and presents the systematic and economical deployment strategy for access network based on ADSL technology. Especially, from the telecom operator´s point of view, this paper proposes the two-phase evolution scenario, considering some factors: target users, target modems, and target network topology
