Abstract :
We present the original concept of HAPS operation in disaster regions and emergency situations. According to the concept, HAPS should execute two primal aims: remote sensing and ensuring facilities of communication and broadcasting in disaster regions. Thus, the pilotless flying vehicle "Faeton" is offered as an aeroplatform.
