Abstract :
Based on fuzzy threshold concept from Pedryczpsilas shadowed sets, the disturbed generalized means of fuzzy numbers were derived and used as ranking basis. We improved fuzzy TOPSIS correspondingly by substituting the largest similarity with its generalized forms in consideration of fuzzy threshold, together with the hierarchy of the attributes, thus provided a new evaluation method - fuzzy threshold hierarchical TOPSIS. It does not only take the subjective opinion of experts into account, but also avoids the un-comparability problem between some fuzzy numbers. The case study illustrates that the results is practical and with strong reliability and applicability, which can be applied to various problem concerned with comprehensive transportation systempsilas evaluation.
