Abstract
Data sharing is the basis of E-Government´s construction in E-Government work. In this paper, a new ontology-based system structure has been presented, in which a resource ontology expression layer has been inserted into the traditional E-government system structure, which enabled the isomerous data resource from different system sharing. We use document ontology as an example, introduced how to create a resource ontology on the aspect of entity, property and relationship. Finally, we use the OWL to describe the ontology we created. Elementary study shows that this kind of method has advantages over traditional structure of E-government, it could resolve the problem of isomerous data resource sharing in a certain extent.
