Abstract :
This paper firstly explored the theoretical basis and calculating method of the compensation standard for farmland protection. Then, an empirical evaluation of compensation standard for farmland protection on Suzhou and Lian Yungang of Jiangsu Province was carried out. The results indicated that the basis of compensation for farmland protection is the compensation for farmland development rights, and its standard could be calculated according to the difference between the land value of the farmland that is used for the optimal exploitation direction and the land value for agricultural uses under the normal market conditions. Moreover, the empirical study also revealed that there are significant differences in compensation standard between developed and less developed areas. In detail, the value of farmland development rights and its corresponding compensation standard in developed areas are much higher than those in less developed areas.
