  • Abstract
    On the basis of related research, we use R&D personnel of full-time equivalent and R&D expenditure as input index, and the number of published papers by foreign journals and national progress prize in S&T, the total of graduate (including Master and PhD), the amount of invention patent authorized and technology transfer contract amount as output index to establish DEA models. The results show that: the overall performance level of S&T innovation ability in the 31 provinces in China is not high, and the performance level and economic development level is not inevitable connection. The lack of output is the main reason of inefficient. From the dynamic analysis, in recent years, the efficiency of universities S&T innovation ability is gradually rising in most provinces.
