  • Abstract
    The losses caused by natural disasters are increasing, especially in 21st century, the security and the losses increased. Responding natural disasters and reducing losses become an urgent task which facing all of humanity. The paper will propose an allocation method of relief materials for pre-disasters and a shortest-time and potential-considered scheduling model for post-disasters. The allocation method for relief materials considers service areas of the storehouse along roads and risk level of natural disasters. The scheduling model combines the basics of operation research and shortest path based on GIS. The methods based on GIS can directly show the distribution and the routes for scheduling. Then the paper will make an example against the backup of Wenchuan earthquake according to the current problems in order to relief the losses.
