Abstract :
China is among the countries that have most intense seismic activity and serious earthquake disasters. In order to provide a scientific basis for China Earthquake Planning and construction of mitigation structures, this paper focuses on China earthquake disaster risk assessment and relief materials allocation of the Central Reserve System (CRS) based on the result. Taking into account of four factors for the formation of China´s earthquake disaster risk, seismic hazard, exposure, vulnerability and disaster prevention and reduction capacity, we applied GIS technology and natural disaster risk assessment methods. From geography, disaster science, environmental science and viewpoints on knowledge from other subject visions, earthquake disaster risk assessment index system was proposed. The system was used to assess the risk of earthquakes in different counties and the contribution of risk factors, and the map for China earthquake disaster risk level was completed. The service area of CRS was figured out using network analysis method in ArcGIS software on rail and road in China. Based on the number of people to be transferred in emergency according to China earthquake disaster risk level, relief materials allocation of the CRS can be given.
