Abstract :
Standardization of metrics definitions, data collection and processing procedures and computational formulae improves the communication of system and equipment reliability, maintainability and availability (RMA) performance within the US Air Force Satellite Control Network (AFSCN) operations and maintenance communities. Use of standardized RMA metrics processes promotes consistent interpretation of the results of measuring system performance and minimizes duplication of effort. The availability of standard RMA metrics reports improves the assignment of sustainment priorities, allocation of maintenance resources, and determination of fiscal budgets for overall support of the AFSCN. The principles and lessons learned from the AFSCN RMA Working Group effort are currently being applied to the development of a standard approach to RMA metrics for the Space Lift Range Systems. Ultimately, the goal is to ensure maximum commonality of RMA metrics definitions and methodologies for data collection and computation for all of the Air Force satellite and launch control systems, taking into account the differences between the various systems involved. This commonality will facilitate communication of RMA metrics to executive management as well as to operations and maintenance managers who must oversee the activities of the several space and launch control systems
