Abstract
Hydro-Quebec maintains and deploys a bulk power system restoration plan on a daily basis. This plan is electrically validated and distributed to system operators in order to ensure reliable and optimal system restoration. Since such procedures are rarely executed by system operators, Hydro-Quebec has developed RECRE MFA - an applied training tool specifically for bulk power system restoration. This tool is part of the RECRE system which covers the entire bulk power system restoration process following a general blackout. Used for training during restoration exercises, this tool makes it possible for participating operators and system operators to interact with each other and with virtual players simulating the behavior of missing operators. It reproduces their operating environments, simulates system restoration and generates a detailed log of operations and communications made during the exercise.
