Abstract
Since the 1990s, a new round of global industrial restructuring represented by service outsourcing has been flourishing. Transnational companies have adjusted their market strategies from price competition to non-price competition which mainly falls into productive service. Therefore, China should take the opportunity of global industrial restructuring and take effective measures to encourage and cultivate enterprises in suitable areas to undertake productive service outsourcing vigorously while develop a model with competitive advantage to realize industrial upgrading.
