Abstract :
The efficiency and total factor productivity for 22 development zones in Shanghai were researched by data envelopment analysis method. Based on this, the efficiency of resource allocation for Shanghai Development Zones was analyzed. It was thought that: the production efficiency of the Development Zones in Shanghai comes mainly from scale efficiency. There is the problem of focusing on scale, paying no attention to the technology. Because most zones were still in the stage of increasing returns to scale, it is appropriate to expand the development zone scale to improve total efficiency, but it will be more important to improve industrial structure by technological progress.
