Abstract :
This paper intended to draw lessons from the entropy theory to use evaluation indicators as random variables. Then to adopt equivalent transformation to change them into corresponding probability distributions. After that, combining the Theil index to use inequality of the indicators to figure the weighing. The application is to make a quantitative evaluation of the inequality of the central China´s imbalanced capability of technological innovation. The paper made an empirical analysis on the 6 provinces in central China. The result shows that the capability of technological innovation of central China is in imbalance state. The inequality displays an enlarging trend. And the 6 provinces can be divided into two levels.
