Abstract
As the converging point and evacuating point of traffic flow, the service level of intersection is closely related to the explicit costs the drivers can bear in passing the intersection. This article applying point sample method to 5 districts and 15 intersections of Beijing and using regression analysis to propose intersection congestion index, can dynamically reflect the degree of intersection congestion; by calculating the motor vehicle´ idling fuel consumption and the time of passing intersection, this article will quantify the explicit costs of vehicles´ passing the intersection, intuitively reflect the economic losses that traffic congestion causes, but also can be used as reference to the traffic congestion charging.
