In the current fields of research, methods for appraising scientific and technical personnel rely excessively on experts´ or leaders´ opinion, which easily leads to injustice in the evaluation results. Considering the characteristics of research work in our department, a method for appraising the scientific and technical personnel´s professional quality is discussed by utilizing systems engineering and other methods in the paper. The purpose of writing this paper is to establish an evaluation and management methodology, which is scientific, rational and effective in practice, and thereby providing method and basis for comprehensively assessing scientific and technical personnel´s professional quality.
