Abstract :
The index system for public project performance appraisement is the criterion for evaluating the performance of a project, thereby is one of the key factors which affect the quality of project performance appraisement. After a brief review of researches on public project performance index, a new method to establish the index system is raise, in which Theory of Stakeholders is used. The meaning of performance of a public project is interpreted as that, to which degree the needs from the stakeholders of it have been satisfied. So to get the index system, the core value of the public project is firstly formed by identifying the key stakeholders and the needs appeal from them. And then the indexes of the public project performance are obtained accordingly. By this method, the index system for public project performance is established top-down. Therefore, the established index system based on the analysis of stakeholders in life-cycle of public project is a multi-dimensional and Multi-view one, which is hence of great scientificity and systematicness.
