In China, Human resource industry is at the initial stage and outsourcing service is imperfect, therefore, there are many potential risks for the enterprises which carry on Human Resources Outsourcing. This paper has researched the risks of types and generative causes of Human Resources Outsourcing, constructed the generative mechanism of Human Resources Outsourcing Risks on the basis of causal relationship from the perspective of outsourcing enterprises, and verified the model by structural equation model. The outsourcing enterprises take effective measures to avoid the risks according to the causal relationship model.
