Creation research of foreign investment PPP operating modes in our country´s urban water utilities based on public interest

The article uses the principle of PPP model and combines with the project division theory, to separate the urban water utilities assets into operating assets and non-operating assets. And in light of the leading level of regional government, affordability of consumers, economic development level, development differences between city and countryside, scale of water sector development, and market-oriented level and so on, through analysis upon typical cases of foreign investment PPP model in urban water utilities, and based on protecting public interest and maintaining reasonable profit of foreign investors, to create seven typical foreign investment PPP operating modes in our nation´s urban water utilities based on public interest.
