Abstract :
In this paper, we propose adopts a fast but effective block-based segmentation method to extract the regions of interest. Distributing bit allocation methods depends on the region/content-based, which directly control bit allocation among different regions so as to achieve better visual quality in the regions of interest. Our algorithm can effectively enhance the perceptual quality for the regions of interest. Simulation results are presented, using the silent yuvsequences, which show reconstructed images of better quality, as well as signal-to-noise ratio improvements of about 3.1 dB, compared to those achieved by standard h.264 encoders.
