Abstract
This paper provides a very limited survey snapshot and limited analysis of some of the regulatory agency and standardization activities around the world relevant to new spectrum management, allocation and utilization concepts. These activities are driven by the growing competition for spectrum-a fixed and limited resource. The paper also includes preliminary recommendations for steps to be taken to achieve a needed spectrum management paradigm shift
