Abstract
This paper suggests a model on the development path and innovation strategies of low-tech manufacturing based on factors´ comparative advantage and business´s market openness, discussing the four possible paths as well as each path´s necessary conditions, innovation strategies, enable policies and supportable measures. Also, it analyses what path China´s low-tech manufacturing would choose for future development and innovation, and puts forward some recommendations.
