Abstract :
This paper introduces a strategy for assessing the practical frameworks that government managers use to guide e-government investment decisions. A gap analysis strategy is outlined here and a preliminary application of the analysis is presented using a single e-government investment decision making framework. The gap analysis strategy serves two purposes; to inform the design, development, and use of e-government investment decision making tools and processes; and to propose a strategy for informing the ongoing debate about information systems research relevance.
