Problems and solutions of railway engineering quota

In recent years, runaway investment is a common phenomenon in railway construction. The importance of investment control can not be ignored with the faster and better development of the railway in the large scale railways construction. Quota is the computing basis of rail budget which controls investment scale, in this study, the authors research the role of quota in the whole process of the railway construction, and analyze the existing problems of quota. In the last, the study puts forward some improvement measures from the organization and technology and institution.
