Abstract :
With the development of science and technology, ICT technical standards shorten the replacement cycle, and tends to expand all around the world. An ICT standard accepted in the international community can bring about great benefits and promote the development of ICT, which makes the diffusion issue rather eye-catching. At present, due to the fact that a isolating telecommunication enterprise is not able to integrate the regional even the national resources, the business-oriented promotion model of ICT standards has changed drastically and the government is playing an important role in the expanding of ICT standards. Direct role refers to that the government implements expansionary fiscal policy and establishes a positive ICT spread policy. And the indirect role refers to that the government promotes the spread of ICT technology standards through the intermediate channels, such as the market, the intermediary and capital.
