Abstract
This paper details important aspects of the new IEEE Standard 1459. The main theme is the definitions of apparent power advocated by the European scholars versus the definition presented in the present version of the Standard. Issues that need future elucidation are highlighted and alternative approaches to the definition of the controversial effective voltage are emphasized. The need for accommodation of statistics and for a practical unified power theory is mentioned.
