Abstract
Very early, we had the intuition that the E-Learning, developed by and for societies `in written tradition´, was not going to acquire the expected success in societies `in oral tradition´, like most part of the African societies among which Algeria, where the orality occupies a predominant place in the transmission of knowledge. To communicate orally, the majority of the Algerians ingeniously combine several languages, but they seriously do not master the writing of any of these. Is this a wealth or a linguistic anarchy? To elude this question, we concentrated our cogitation on the elaboration of a technical, scientific and economic V-Learning model, inserting this tradition. So, we recently deployed a national Video Education Network (or, REV in French) which we are going to introduce here.
