Abstract
The research presented in this paper proposes a new and profitable packet scheduling algorithm that provides a fair, class based, delay jitter controlled packet scheduling scheme and also considers revenue maximization opportunities for the carriers. Improved quality of service (QoS) in mobile broadband IP high-speed downlink packet access (HSDPA) networks is an important focus for next generation networks. The new packet scheduling reduces the handoff packet drop rate and packet forwarding rate. The proposed algorithm includes a step that removes contention between users with almost the same fairness measure value. Finally the algorithm offers profit maximizing opportunities for telecom operators.
