Abstract :
Cooperation model is the kernel and basis of computer supported cooperative work (CSCW) system. In air traffic service (ATS) system, current cooperation models are not satisfied. Two-tier cooperation problem solution model and related control logic have been designed by which cooperation process is divided into two tiers for discussion of different but related topic according to participantspsila duties in practice. The model has been used in Shanghai Flight Information Region (FIR) ATS application system and achieved satisfactory result.
