Abstract :
We model and study a new system in which cognitive radio technology and traditional emergency communication network are combined together. A new dynamic spectrum access strategy is also proposed which has three priority levels on condition that the emergency users, primary users and secondary users are sharing one spectrum pooling. In this paper, the users´ behavior is modeled by three-dimensional Markov chains. Moreover, the blocking and dropping probabilities of users based on the users connection rate are derived as the performance metrics. In addition, we evaluate the spectrum utilization of the system. Simulation results show that this system can effectively guarantee the emergency users´ quality of service and improve the spectrum utilization.
