This panel discussion addresses the problem of satisfying the requirements of reliability and maintainability on a tight budget. Two approaches discussed are the best value approach, with best value defined as highest performance in accordance with customer expectations at least life cycle cost, and concurrent engineering with QML parts. The US Air Force approach is discussed in some detail
