Abstract
A systems modeling approach to the analysis of the sewer management process and to identification of the various activities and decisions involved is developed. A three-stage top-down systems approach is intended to provide a comprehensive decision-oriented analysis of the process. In the first stage, an analysis is made of the (public) context of sewer management. The second stage concentrates on identification of the major sub-processes of sewer management and their interrelations. The third stage provides a further decomposition of each of the major sub-processes into well-defined individual activities and decisions. Each of these three different stages is described. The emphasis is on illustrating the method of approach and the type of conclusions rather than on comprehensive detail coverage. Similarly, general principles of the management process rather than the particulars of sewer management are stressed
