Abstract
This paper reflects on recent directions for the harmonization of human performance, e-learning, and competency management efforts in the framework of rising multinational and international businesses and requirements for quality management. It shows the complex interrelationship between strategic management, competency management, assessment and the overall quality management. Further, it points out the need for interoperability of learning content, competency and assessment data and systems, by following a methodical approach towards human resources development as a key source of innovation and competitive improvement in training technologies to maximize the Return-On-Investment in people and technology.
