Abstract
Power system asset management is balancing between multiple attributes and it deals with the question of a comprehensive long-term optimized solution for the desired service target. This paper concentrates on investment planning using a portfolio tool where probabilistic methods are applied to aid decision-making. The main aim is to outline a specification for such a tool. In addition to capital, operational and maintenance expenses, factors related to quality of supply mainly concerning system reliability and environment are taken into account. The environmental aspects include esthetics, noise assessment and electro-magnetic fields. System dynamics theory with probabilistic sensibility evaluation is used to formulate a dependence model between the above mentioned factors and economical outcome by taking the governmental regulation into account. With this information, the portfolio tool specification will be outlined in order to achieve more comprehensive and transparent decision-making for the network asset management
