  • Abstract
    It is generally recognized that the industry strategy to some extent is vital to allocate resources and stay harmonious with environment. Yet the traditional methods are always not fully considering of environmental uncertainties and various exogenous changes. This paper thus proposes a new framework based on the scenario planning and technology roadmap to generate the industry development strategy. Research & Development (R&D) industry has been taken for instance, which significantly influences on not only the promotion of R&D actives but also the adjustment and upgrade of industry structure. Then it goes on to demonstrate how scenario planning and technology roadmap could be used to set strategic objectives and strategic mission, strategic tasks as well as strategic steps respectively. The flexible framework proposed provides the government and enterprises with a reference to set other industries strategy. It is also a scientific evidence for managerial decision-making and implementation of related strategies.
