Abstract
This paper discusses issues related to open transmission access. These issues are: stages of evolution from regulation to deregulation; recovery of capital investment; collection of network expansion investment; sharing of contingency cost; and sharing of benefits. These issues are pertinent not only to economics but also to the security of power systems operation in an open transmission access environment. Resolving these issues using the information derived from transmission services pricing is presented from an evolutionary point of view
