Abstract :
It is a difficult issue to design metrics of measure of the OSOS capabilities, which are emergent properties of OSOS. The concept of the OODA loop robustness is proposed in this paper and it is closely related to the overall capabilities of OSOS. A new method to measure the OODA loop robustness is discussed. Firstly, we established the OSOS combat network model. Based on the weighted network, then we proposed to use the Perron-Frobenius Eigenvalue (PFE) of the adjacency matrix of the network to measure the OODA loop robustness. Simulations showed that there was a strong correlation between the PFE and the metric of OSOS operational effectiveness, which verified that the PFE metric was useful in the OSOS capabilities evaluation.
