Abstract :
The emerging JVT video coding standard achieves significantly improved compression efficiency by introducing a number of sophisticated coding techniques. We first develop a linear rate model predict its coding behavior. Coupled with a simple scheme for collecting frame-level statistics, a linear rate control (LRC) algorithm is proposed for the JVT encoder. Our extensive experimental results show that the LRC algorithm achieves very accurate and robust rate control.
