Abstract :
Algerian investment in ICT has increased dramatically. This commitment has led to a boom in the sector, especially during the last decade. Many administrations are now extensively using new technologies in the conduct of their business and their interactions with citizens. Nevertheless, we observe a slowdown in the growth momentum. Algeria, which before 2008, was regarded as a model country (in Africa) is experiencing a remarkable ranking decline among Maghreb countries. Our study presents a comparative analysis between Algeria and Tunisia (current country model) aimed at determining the causes of the noted slowdown in ICT development and implementation in Algeria and propose adjustments that may bring about its revival.
