Abstract :
Studying Chinese electrovalent subsidy policy for biomass energy electricity generation industry has important economic significance for the development of renewable energy source industry or even low-carbon energy industry. This essay interprets the existing electrovalent subsidy policy for biomass energy electricity generation industry from three aspects: the source of subsidy, the payment of subsidy and quota transaction. It reviews the implementation of the five subsidizing scheme for biomass energy electricity generation since the year 2006, and finds that the current electrovalent subsidy mechanism can not meet the requirement of the development of biomass energy electricity generation industry. Issues such as insufficient subsidy sources, unreasonable payment mechanism, and disordered quota deals are found in the existing subsidizing system mechanism. These questions violate the “conducive to promoting renewable energy use, economic and reasonable” principle in Renewable Energy Law. The research aims to provide a reference for the biomass industrial development policy-making.
