Abstract :
Automatic generation control (AGC) is an important ancillary service in power system. In a real system with fixed installed capacity, how to judge whether a competitive AGC market should be opened or not remains to be a critical question. Since qualitative evaluations are not good enough for answering this question, theoretical supports and quantitative indexes need to be proposed. Thus, the competitiveness criterion of AGC market and the corresponding evaluation approach are studied in this paper. The assessment process is composed of five steps, i.e. analysis of initial data, operation status analysis of AGC units, calculation of maximum AGC capacity in the system, calculation of available AGC capacity in the system, and evaluation of competitiveness in AGC market. The proposed assessment process is used in power system of Chongqing, south-central China. The evaluation results are demonstrated in this paper, showing that this method is efficient
