Abstract :
Resource adequacy is very important for security of power system operation. Many power systems experienced energy shortage problems and caused heavy losses for industries and inconvenience of social life. This paper analyzed and compared four existing resource adequacy models, they all have some merits and shortcomings. Based on experience of existing models, this paper proposed a method combining the benefit of capacity investment return payment model and long-term bilateral contract model, in stead of no one responsible for the possible energy shortage, this proposal suggests distribution companies to be responsible to forecast the future load, and sign bilateral contracts with power plants. If under estimated the demand, they may subject to penalty or even shedding load. If over estimated, power plants will get their capacity payment
